The final rule replaces the outdated general industry scaffold standards with the requirement that employers comply with OSHA's construction scaffold standards; Phase-in of ladder safety systems or personal fall arrest systems on fixed ladders (§1910. 23 (e) (3) (iii), installations, posts and top and intermediate rails are to be of 2-inch by 2-inch by 3/8-inch angles or other metal shapes of equivalent bending strength with posts spaced not more than 8 feet on centers.
